WHEREAS on June 11, 2002, a Notice ofHearing and Statement of Allegations was issued against PhoenixResearch and Trading Corporation, Ronald Mock and Stephen Duthie;

AND WHEREAS the parties made a firstappearance on September 19, 2002 before Vice-Chair Wetston;

AND WHEREAS the parties requested a pre-hearingconference be scheduled;

AND WHEREAS the Commission considersit to be in the public interest to make this Order;

AND WHEREAS by Commission Order madeMarch 9, 2001, pursuant to subsection 3.5(3) of the Act, anyone of David A. Brown, Howard Wetston or Paul Moore, actingalone, is authorized to make Orders under the Act;

IT IS THEREFORE ORDERED THAT a pre-hearingconference be held on October 23, 2002 at 8:30 a.m.
